Addlethorpe Parish Council Meeting

Minutes of the meeting of Addlethorpe Parish Council held on 9 November 2021 at the small hall, St. Peters Hall, Ingoldmells at 1930 Hours 

Councillors present: Chairman N. Towers (NT), Vice Chair Cllr. T. Smith (TS), Cllr Robert Short (RS), M. Holyer (MH)Cllr. G. Escott (GE), Cllr. C.Cleary (CC), Cllr. E. Halliday (EH) and Kerry Stafford Clerk.
Also present: 10 members of the public.

Public session
•    A member of the public asked whether they could put signs out along the roadside, similar to the ‘We need a bypass now’ signs in Orby with the Landowners permission, saying ‘no more caravans in Addlethorpe’.  The Chairman asked that they be clear to state no further caravans so as not to make existing caravan owners feel unwelcome.  CC emphasised the need to have the landowner’s permission to place the signs.
•    A member of the public asked for an update on the public footpath.  It was explained that it was on the agenda for discussion in the main Council meeting.

1.    Chairman’s Welcome
The Chairman welcomed everyone to the meeting. NT explained that Colin Davie suggested the council draft letters for individual members of the public to sign objecting to the planning application for 490 caravans in the village.  These do not need to be restricted to Addlethorpe villagers.  Every member of the household is also entitled to put in an objection. It is not just one per household.

2.    Apologies for absence 
Colin Davie sent his apologies.

3. Declarations of interest
RS declared an interest in agenda item 8a as he is employed by the landowner.

4. Draft Minutes of the Ordinary meeting held on 12 October 2021 and Extraordinary meeting 1 November 2021

It was resolved to accept the notes of both meetings to be a true record of the meetings with an amendment to agenda item 3, paragraph 3 on 1 November meeting with the word ‘static’ placed in front of ‘caravans’.

5. Clerks report on matters outstanding
a. Website – The clerk explained the work needed on the website to backdate it all was going to take some time but all current meetings and agendas will be published on there henceforward.
b. Footpath update – to be discussed at agenda item 9
c. Clerk’s hours – the Clerk informed the council she had already nearly completed her 20 hours for the month due to dealing with the planning application and that more hours than normal would be needed to update the website.  The clerk asked that the matter be considered at the next meeting in closed session as approval was needed to work extra hours.

9. St. Nicholas Close/ Rectory Lane Footpath

Agenda item 9 was brought forward at the request of a member of public.  The Clerk informed the Council that the searches had now been completed and the solicitors were now just waiting for the contract papers from the other party.  This is being chased by the solicitors.  

6. Reports from External Agencies
•    The clerk read out the County response to planning application S/002/01844/21 as requested by Cllr Colin Davie
•    Cllr MH will go to Ingoldmells Parish Council to ask for support with opposing the planning application.
•    Cllr. MH gave an update on the request for a topple tester for the gravestones. Apparently, the current training in place does not allow for its use.  Cllr  MH to see if up to date training will allow for it.

7. Finance
The following invoices have been received
T Smith            Materials for village green        £38.47
Welton Garden Services    October grass cutting             £222.00
It was resolved to approve the above payments.

8. Planning

a.    S/002/01844/21. Mill Road – There was a discussion as to whether to add or amend the draft response prepared by Cllr Cleary.  In particular, whether to add an extra objection with regard sewage.  As the situation is unclear on the plans for sewage it was resolved to send the response as drafted without change.  Cll Cleary informed the council that a member of the public had already submitted the draft response in the name of Addlethorpe Parish Council. Clerk to investigate.  It was resolved that Cllr Cleary would liaise with those reviewing the core strategy next year to see if Addlethorpe could be reclassified as a small village and to change the protection zone from its horseshoe shape to a donut shape so giving protection all round the village.  Clerk to produce a shortened version of the council’s response to go into a letter that can be signed by members of the public wishing to do so.
b.    S/002/02128/21 – Wilcox Farm. It was resolved that the council make no objections to the planning permission
c.    S/002/01621/21 – Golden Anchor Caravan Park, Trunch Lane Planning Permission. GRANTED subject to conditions.  Received by the Council.

10. Village Green

Cllr T Smith informed the council that all the materials were now in place and he would carry out the work as soon as he was able.  This would include the erection of a noticeboard, replacing the wood posts and possibly reusing some of the old ones to attach the bins to.  Cllr Smith informed the council there may be a further invoice for £80.

11. Correspondence

d.    6 emails from the public requesting the council’s draft response to enable them to put forward their own response
e.    Environment Agency beach management update
There was a discussion on what emails the Councillors wanted to be sent as a matter of course.  The clerk informed the Council she would rather send too many than not enough until she had an awareness of what interests the individual councillors had.  

12. Agenda items for next meeting
It was resolved to include the following items for inclusion on the next meeting’s agenda,
•    Footpath update
•    Planning application S/002/01844/21 update
•    Village Green update
•    Budget – The clerk informed the council the budget needed to be agreed for next year to enable the precept figure to be set and asked the councillors to consider any projects etc for the forthcoming financial year with likely costs involved to enable the budget to be agreed.
•    To discuss extra hours worked by clerk in closed session.
•    Update on location for salt for village


13. Date of next meeting    

To be held on 14 December at 7.30pm in the small hall, Ingoldmells Village Hall.
