ADDLETHORPE PARISH COUNCIL

MINUTES OF THE MEETING OF ADDLETHORPE PARISH COUNCIL HELD ON
14th September 2021
The monthly meeting of the Parish Council was held on Tuesday 14th September 2021 at 7.30 p.m. in the small hall, St Peters Hall, High Street, Ingoldmells.
PRESENT:- COUNCILLORS  G. ESCOTT,  C.CLEARY,T.SMITH, N. TOWERS (CHAIRMAN), E. HALLIDAY & M. HOLYER.
8 members of the public were present.

OPEN FORUM
Members of the public requested an update on the position regarding the footpath between Rectory Lane and St. Nicholas Close. NT advised that correspondence had been received from solicitors which would be dealt with during the meeting.
A member of the public raised a question of dogs loose on the village green. Discussion on issues with dogs on the green. Council advised that they felt the green was ideal to be used by responsible owners and that any misuse/misbehaviour by dogs should be reported by 101.
Cllr. Davie gave a report on the speed checking done on Chapel Lane in August. Traffic was between 800-1000 cars per day and there were multiple instances of speeding. Similar issues with Hides Lane and Church Lane.  
Other matters were raised:
a)    badly behaved dogs without leads, on the village green harassing other users.  It was agreed a sign would be put up asking for Dogs to be kept on leads & under control.
b)    a letter to be sent to a resident of Rectory Lane asking for him to remove the gate erected and blocking use of footpath.
c)    Cllr Halliday also asked that a matter raised at the June meeting be minuted: a resident of Rectory Lane has an agreement of many years standing to use another residents land. However, he has now built a series of sheds etc and the land is very untidy.  Parish Council notes that this is a private dispute and cannot become involved.
d)    It was also requested that in the minutes it shold be stated that the Parish Council will be responsible for all legal fees related to the footpath case.

The Chairman opened the meeting by thanking everyone for coming.

2)    APOLOGIES FOR ABSENCE
Councillor C. Cleary was also not available due to holiday 

3)    DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE 2000 LOCAL GOVERNMENT ACT.
Councillor T. Smith asked that his interest in the matter of the footpath be noted as he was a resident of Old Church Road directly affected.
4)    MINUTES OF THE MEETING HELD ON 8TH JUNE 2021
Notes for the Annual Meeting held on 8th June 2021 were approved as the minutes and signed by the Chairman.

5)    REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES.
Councillor Davie reported the following:
a)    An extra £10 million  funding has been allocated for Highways maintenance and that a survey of the Highways will be carried out.
b)    £7.5 million has been awarded by DEFRA to Lincs for Flood Resilience projects.
c)    The Transport Plan between Skegness and Mablethorpe was highlighted as was a new Active-Travel Plan for Cyclists and for footpaths.
d)    Speed of Cars travelling through the village especially in Chapel Lane and Mill Lane was brought to Councillor Davie’s attention and he has agreed to ask for a traffic survey to be carried out.

The following request for payment were authorised and the cheques signed:
a)    Welton Garden Services – Grass Cutting June 2021
b)    Mrs M.K. Boughton – Clerk’s salary June 2021
c)    Mrs M.K. Boughton – Clerk’s Expenses June 2021

9)    TO DISCUSS FINANCIAL MATTERS
a)    Imgoldmells Parish Council – Cheque received as gift from Cemetery Committee to purchase a new laptop computer.  Letter of thanks has been sent.
10)    PLANNING CONSENTS AND REFUSALS.
a)    Planning Permission – Erection of a flag pole at existing Holiday Park.
Land: Skegness Sands Holiday Village, Winthorpe. GRANTED
b)    Planning Permission – change of use of agricultural land to provide a                                                       recreational area to serve Jubilee Fields Holday Park.
Land: off High Street Ingoldmells  GRANTED
c)    Planning Permission – Change of use of land for siting 29 static caravans and construction of internal roads.
Land: Cottage Farm Caravan Park, Orby Road.  GRANTED

11) TO CONSIDER PLANNING APPLICATIONS:  
a)  Section 73 application in relation to condition no.2, no.10, no.12, no.22and no24 as imposed on previous planning permissions.
Land: Hardy’s Farm,  Land adjoining Grays Farm,  Anchor Lane.
This appn was received on the morning of the June meeting, where it was added to the list of applications and was supported by the Parish Council.
b)    Land at Chapel Road,  Addlethorpe:  A report was submitted to the Enforcement Team in Mid 2020. Despite several inspections and follow up visits, the land remained a dumping ground spilling out onto the A52.  Nothing further has been received concerning this land except notification that it was being passed to a higher authority with a view to bringing a prosecution.  However, the land has now been cleared and secured.
c)    Coastal Zone Development Plan:  The Section 73 applications to extend opening hours of caravan sites around this area were called in by the Secretary of State to consider.  Notification has been received that a Public Inquiry will be held and is currently being arranged. Evidence can be submitted to The Planning Inspectorate before 11th August 2021.  Clerk has all the details for anyone wishing to participate in this planning inquiry.

12)TO DISCUSS APPOINTMENT OF NEW CLERK
Councillors present held a lengthy discussion about the appointment of a new clerk.  Although one candidate had been interviewed it was decided to wait for the second candidate’s interview before deciding.  Chairman Neville Towers said he make contact and arrange the interview a.s.a.p.
    13)DATE OF THE NEXT MEETING
The next meeting of the Parish Council will be held on Tuesday 14th September 2021 at 7.30p.m. in the small hall, St Peters Hall, High Street, Ingoldmells.
