MINUTES OF THE MEETING OF ADDLETHORPE PARISH COUNCIL HELD ON
8th June 2021
The monthly meeting of the Parish Council was held on Tuesday 8th June 2021 at 7.30 p.m. in the small hall, St Peters Hall, High Street, Ingoldmells.
PRESENT:- COUNCILLORS N. TOWERS (CHAIRMAN), G. ESCOTT, T.SMITH, C. CLEARY, E. HALLIDAY and M. HOLYER
County & District Councillor C. Davie did not attend
7 members of the public were present.
OPEN FORUM
An open forum was held and members of the public present discussed the footpath from Rectory Lane South to St Nicholas Church, which has been blocked off by a resident of St Nicholas Close. Many points & complaints were brought to the Councillors attention. An application to have to footpath legally acknowledged and added to the Definitive Map has been made to LCC and Tinn Criddle Solicitors have been appointed to act for the Council
1) CHAIRMAN’S REMARKS
The Chairman thanked the parishioners for coming to the meeting. One resident remained for the full meeting and all others left.
2) APOLOGIES FOR ABSENCE
Cllr Bob Short - unwell
County and District Councillor C. Davie was also not available
3) DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE 2000 LOCAL GOVERNMENT ACT.
Cllr Tom Smith asked for his interest in the matter of the footpath to be recorded as he is a resident affected by the matter.
4) MINUTES OF THE MEETING HELD ON 18TH MAY 2021
Notes for the Annual Meeting held on 18th May 2021 were approved as the minutes and signed by the Chairman.
5) REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES.
Cllr Holyer, as Chair of the joint Cemetery Committee, asked for a member of the Parish Council to serve on the Cemetery Committee alongside Cllrs Short and Towers. Cllr Cleary volunteered for the position.
Cllr Holyer also stated that a donation of £500 would be made to Addlethorpe Parish Council to provide a new laptop computer. (The existing laptop is now nearly 8 years old and has become somewhat unreliable).
6) CLERK’S REPORT ON MATTERS OUTSTANDING.
a) Footpath: The forms to be submitted to LCC were finalised and approved. Various other documents had been discovered in the Mottram Trust filing and copies of these were handed out. Tinn Criddle Solicitors have been appointed to act and copies of all the documentary evidence has been submitted to Mr Simon Giles, Solicitor.
7) CORRESPONDENCE.
By Post:
a) Lloyds Bank: Information about the Financial Compensation Scheme was received and this has been placed on file
By E-Mail:
a) LALC: continue to send weekly updates concerning up-to-date information, training sessions etc.
8) TO AUTHORISE PAYMENT OF ACCOUNTS
The following requests for payment were authorised and the cheques signed:
a) Welton Garden Services – Grass Cutting May 2021 - £252.00
b) Jen Cooper – Internal Audit fee - £40.00
c) Mrs M.K. Boughton – May 2021 Salary
d) Ingoldmells Church Hall – Hall Rental for 2021/22 - £108.00
(This bill was received after Agenda was printed )
9) TO DISCUSS FINANCIAL MATTERS
a) Audit: all documents were approved and signed. Clerk will complete the Audit and make the return to the external auditors by the deadline 1st July.
10) PLANNING CONSENTS AND REFUSALS.
None
11)PLANNING APPLICATIONS
a) Coastfields Leisure Ltd: Erection of 39 holiday lodges on site of part of existing Golf Course, extension and alterations to existing clubhouse to provide a reception, terrace and shop. Excavation of land to form a feature lake, provision of a crazy golf area, viewing platform, pumping station and associated parking.
Land: Addlethorpe Golf Course, Chapel Lane.
2 site layout plans attached. (Existing layout & proposed layout)
The deadline for comments on this application is 8th June. The clerk has secured an extension to the 9th June to allow the Parish Council discussion of this application.
b) Countrywide Park Homes Ltd: Section 73 application to vary condition 2 of permission reference S/008/00850/20 (approved plans) and in turn increase the number of units on site to 150.
Land: Bowmans Business Park, Mill Road
Proposed site layout plan and first 7 pages of 80 page covering letter attached.
Both of these applications were discussed and all Councillors voted to OBJECT to both applications.
12)BOWMANS BUSINESS PARK
The Chairman asked for this item to be dropped from the agenda.
13) DATE OF THE NEXT MEETING
The next meeting of the Parish Council will be held on Tuesday 13th July 2021 at 7.30p.m. in the small hall, St Peters Hall, High Street, Ingoldmells.
14) ANY OTHR MATTERS FOR DISCUSSION ONLY
a) A planning application in respect of Hardy’s Animal Farm was received on the morning of the meeting. As Follows:
Section 73 in relation to various conditions imposed on previous planning permissions. The application was supported.
As there was no other business the meeting closed at 9.00p.m.
