All accounts have been paid up to date throughout lockdown and all overseen and approved by Councillors Escott and Short.

To be approved for payment now: a) Welton Garden Services - grass cutting – April 2021 £132.00
b) Mrs M.K. Boughton – Clerks salary – April 2021.

13)To Discuss Financial Matters:
a) Insurance Renewal
b) Audit: Books are with Internal Auditor. Certification will require agreement and signatures at June meeting to meet Audit deadline date.
c) Community Benefit Grants.
d) N.S & I Savings: Drawn to close A/c and banked into Lloyds current A/c to purchase new laptop computer/move balance to Deposit A/c.
e) Sign 4th Qtr Jan – March 2021 Account Statement
f) sign Full Year 2020/21 Account Statement.
14)To note planning consents/refusals

All Section 73 applications at the beginning of the list are on hold. The Secretary of State for Communities has yet to make a decision on the Coastal Development Plan submitted by ELDC.
All other 2020 applications are listed and have been granted.
a) Mr D. Cragg: Application to Change use of land to site 41 Static caravans with associated parking, provide 4 fishing ponds and provision of a wildflower meadow and woodland area.
Land: adjacent to and south of The Elms Touring caravan site. GRANTED
15)To consider planning applications:-
The following applications have been received recently but no return has been made to ELDC Planning due to Clerk’s illness. The planning officers on each case have been notified by e:mail.
a) Mr M Simpson: Planning Permission to change use of land for siting 29 static caravans and construction of Internal roads.
Land: Cottage Farm Caravan Site, Orby Road
b) John Ling & sons Ltd: Planning Permission to change use of agricultural land to provide a recreational area to serve Jubilee Fields Holiday Park
Land: off High Street, Ingoldmells
c) Barham Caravan Co. Ltd: Planning Permission for the erection of a flag pole at existing holiday Perk.
Land: Skegness Sands Holiday Village, Winthorpe Avenue
The clerk has referred the following application back to the planning officer:
a) Countrywide Park Homes Ltd: Section 73 Application in relation to various conditions imposed on the original application for 100 holiday lodges.
Land: Bowman’s Business Park.
The documentation was incomplete and planning officer was chasing the company to provide further paperwork as there is no detail on the application as to what changes are being requested. Pending since April 2021.
