Section 73 applications received are mainly for extension to opening times for the sites, so that they may trade into January each year, effectively opening them for 10 months of the year.  The fact that this area is classed as Flood Zone grade 3 – the highest risk possible, seems to be completely ignored although on the other side of the equation – many millions of pounds have been spent on Flood Defences down the East Coast over the last few years.  These points need consideration.

This application was originally received in May 2020 but Full Planning Permission was signed and granted on 21st October 2020  GRANTED.

Land adjacent and rear of The Kings Head, Orby Road
Planning Permission: change of use of land to provide an extension to the existing caravan site for the siting of 29no static caravans, additional touring caravan pitches, excavation of land to form a fishing lake and erection of a building comprising of a tackle shop with shower and changing facilities.
Parish Council: Missed the original comment deadline.  However an amendment gave the chance to make a comment that the Parish Council objected to this development quoting the promise made by ELDC that no static caravans would be allowed in the village or to the west of the A52.  
The amendment: Reduction in number of units by 1, information about phasing, landscaping, use of snack bar and car parking at PH shown.  Site now to be open during normal holiday season as set out in Local Plan.

9)    Application: S/002/01512/20        Applicant: John Ling & Son
Land: Caravan Site at The Limes,  High Street,  Ingoldmells.
Planning Permission: Excavation of land to form 2no wildlife ponds with associated landscaping and construction of an internal access track.
Parish Council: neither support nor object to this application however various concerns were raised – the number of wildlife/fishing ponds already in existence throughout the area, how much further development would be allowed on the site and its impact on the local community, including extra traffic.

CLERK’S NOTES FOR FEBRUARY 2021 BUSINESS.


1)    Chairman: New Chairman may be appointed when an A.G.M. can be held. The A.G.M. for 2020 was cancelled by Law due to Covid-19.

2)    Apologies: None.  All Councillors to receive paperwork and all are asked to make any comments etc. to the Clerk for action.

3)    Declaration of Interest: Councillors are reminded that any Interest they have in any of the Council Business e.g. planning applications, must still be made and recorded.

4)    Notes of the Business of October 2020: Copy attached. Official signature will be required if councillors are satisfied that these notes are accurate.

5)    Reports from Representatives of outside bodies: None

6)    Clerk’s report on matters outstanding:
a)    Councillors: There is now a full complement of 7 Councillors – no vacancies.  Councillors Colin Cleary, Eddie Halliday and Mick Holyer have been co-opted as per rules. All details have been reported to ELDC Election Department, although no confirmation has been received.  A new contact list is attached.
b)    Clerk: Current Clerk, Mrs Margaret Boughton, has tendered her resignation as of 30th September 2020.  No replacement could be found and Mrs Boughton agreed to continue in post until 31st March 2021 or until a replacement was found.  To date there have been no applicants and Mrs Boughton has agreed to withhold her resignation for the foreseeable future or until a replacement can be found.
c)    Village Green Security: Following a protracted application to ELDC for our Community Benefits Grant (Section 106), a payment has now been made into the Council’s current bank account. The new Security Bollards have been ordered. (Please refer to Agenda Item 9 – Finance for further information).
d)    Footpath from Rectory Lane to St Nicholas Church: Please refer to the separate folder which contains copies of archived documents of The Mottram Trust who were the original owners of the land.
e)    Computer: Following a very difficult three days of breakdowns of both the Laptop, which is 7 years old, and the Printer (owned by the clerk) it is now imperative to replace the laptop as soon as possible.  The printer has been coaxed back into life. (Refer to Item 9 –Finance)


7)    Correspondence:  Local Councils update and Clerks and Councils Direct have been received by post and E:mails are mainly covering updates on the Cvid-19 pandemic.
8)    Authorise payment of accounts:
a)    Clerk’s salary monthly: October 2020 to January 2021
b)    HMRC: PAYE became payable following the December payroll.  A cheque was presented at the Post Office who could not process it aas the HMRC payslip didn’t have a Barcode.  Clerk paid HMRC on-line through the payroll programme using her personal Debit Card.  The cheque has been re-addressed and countersigned for the clerk to pay into her bank account.

9)    Financial Matters:
a)    Precept for 2021/22: The Budget for the Precept for 2021/22 was prepared as usual – copy attached. No requests were received from Councillors for items to be considered for the Precept.  The amount requested remains the same as previous years - £5,600.00 and this has been acknowledged by ELDC.  It is payable in April 2021.
b)    Quarterly Financial Statement Oct – Dec 2020 is attached along with the expenditure against budget.
c)    N.S. & I.: There are savings held in an N.S & I. account which could be drawn down and placed into the Council’s Lloyds Bank savings account. N.S.$I. recently notified a cut in interest rates which will result in a minute amount of interest being paid going forward.  Some of the money from this account could be used to purchase the new Laptop so desperately needed.
d)    Councillors Community Grant: Councillor Colin Davie has given a grant of £300.00 to Addlethorpe Parish Council for use in the community.  It can be added to money required for the village green security and used to upgrade perimeter fencing or the gate/gate security as required.
e)    Community Benefit Grant: Section 106 money. Having requested a payment from our grant money held by ELDC for the security bollards on the green, and following a long fight to get the money, it has now been paid into the bank account.  However, instead of only paying the money requested, we have been paid all the money they held on our behalf which equates to 5 years receipts - £6,300.00.  (Under the Section 106 agreement, £1260.00 should be paid annually for 10 years, which means that a further £6,300 remains payable over the next 5 years).  After the bill for the bollards has been paid to The Barrier People, the remaining money will be transferred to the savings account for use on further community projects.
f)    Grantscape/Dong Energy Community money: Some time back, Councillor Hugh Boughton (Chairman) and the Clerk, Mrs Boughton, were invited to a presentation by Dong Energy at The Storehouse.  A proposal to provide Speed Indicator Devices through the village was agreed in principle by them.  There is a limited amount of money each year and knowing that in the early stages there would be a large amount of applicants for the money, we held off making a claim.  Since that time the council has had a difficult time, with the loss of Councillor Boughton and resignation of Councillor Bird plus a vacancy.  The rules governing the use of the money state that 20% self-funding applies and the original plan was to use Section 106 money.  However, during the pandemic, the self-funding rule has been removed, and although it is too late for the funding rounds in Aug 2020 and February 2021, there is one more round of funding in August 2021 which does not require any self-funding.  The Clerk will now work on a claim with the aim of providing up to 6 Speed Indicator Boards for distribution throughout the village.  Recently a very strong worded complaint about speeding cars in Chapel Lane was received, implying that the Parish Council was failing the residents, not helped by either ELDC or LCC highways pointing the finger of responsibility at the Parish Council.  A full explanation of the plans we had tried to put into place in the past was accepted by the complainant and an apology tendered.  By installing ‘SID’ devices through the village the Council will be perceived as trying to tackle the problem.

10)    Planning Consents and refusals: Please refer to the list attached:  This is now divided into two parts. The first concerns the ELDC  Coastal Development Plan and all the applications for extended seasonal opening of the caravan sites.  The Secretary of State for Housing, Communities and Local Government has ‘called in ‘ these applications and has appointed an Inspector to conduct an inquiry and make recommendations which will take place in late March. Other applications now form the second part of the list.

11)    New Applications: Application S/002/00106/21:  Mr Darren Cragg.  Further 41 static caravans and fishing lakes etc on part of the Golf Course.  Comments to be returned to ELDC by 1st March 2021.

12)    Bowmans: No further work being carried out at present.
